A philosophical study that introduces a new concept of intention into literary analysis.

The relationship between an author's and an audience's intentions is complex but need not preclude mutual engagement. This philosophical investigation challenges existing literary and rhetorical perspectives on intention and offers a new framework for understanding the negotiation of meaning. It describes how an audience's intentions affect their interpretations, shows how audiences negotiate meaning when faced with a writer's undecipherable intentions, and defines the scope of understanding within rhetorical situations.

Introducing a concept of intention into literary analysis that supersedes existing rhetorical theory, Arabella Lyon shows how the rhetorics of I. A. Richards, Wayne Booth, and Stanley Fish, as well as the hermeneutics of Hans Georg Gadamer, fail to account for the complex interactions of author and audience. Using Kenneth Burke's concepts of form, motive, and purpose, she builds a more complex notion of intention than those usually found in literary studies, then employs her theory to describe how philosophers read Wittgenstein's narratives, metaphors, and reversals in argument.

Lyon argues that our differences in intention prevent consistency in interpretations but do not stop our discussions, deliberations, and actions. She seeks to acknowledge difference and the communicative problems it creates while demonstrating that difference is normal and does not end our engagement with each other.

Intentions combines recent work in philosophy, literary criticism, hermeneutics, and rhetoric in a highly imaginative way to construct a theory of intention for a postmodern rhetoric. Particularly timely in light of the recent Mexican peso crisis, Mobile Capital and Latin American Development examines the causes, consequences, and implications of the Latin American capital flight of the 1980s. It addresses the increasingly mobile and privatized nature of international capital and its power to shape economic policy in those countries.

Through a comparison of the policy experiences of Argentina, Brazil, Chile, Colombia, Mexico, and Venezuela, James E. Mahon finds that those countries that suffered the most capital flight had previously faced fewer structural trade problems and had not reoriented their exchange policies to diversify exports and deal with exchange-market instability. Since the countries that stumbled worst into capital flight before the debt crisis were later among the most aggressive neoliberal reformers, Mahon discusses the ways in which overseas capital served as a kind of pressure for free-market reform. Finally, the idea that internationally mobile capital now can operate as a kind of senate -- an arm of the wealthy few, guarding the established order against the arbitrary, dangerous tendencies of the executive and popular chamber -- is examined with relation to theories of dependency and the institutionalization of democracy.

The radical changes in the Soviet bloc and the ending of the Cold War have made the sheer absurdity of the arms race transparent to virtually all observers. Yet none of the current theories of the arms race provides a coherent and systematic account of how, in the belated words of Time magazine, such a "pathology" developed in the first place. Moreover, none of these theories can readily address - much less explain - the rapid shifts in attitudes toward nuclear weapons that occurred at the start and at the end of the 1980s. While not denying explanatory value to bureaucratic, technical, political, and economic factors, The Rise and Fall of Nuclearism focuses attention instead on the cultural dimensions of the arms race. It traces the long-term secular changes in Western societies that made the faith in "nuclearism" possible to begin with; and it draws on sociological concepts to explain how such a misplaced faith accrued to nuclear weapons and why this faith eventually came undone. The concept of"moral panic" is central to the argument. Ungar shows that moral panics were precipitated by authentic surges of fear responding to perceived Soviet challenges to American nuclear supremacy; these panics provided the political leverage for large-scale nuclear buildups and made possible the growth of the military-industrial complex in the United States. Elite efforts to orchestrate panics, however, typically failed or backfired. The key to understanding the episodic nature of the arms race, Ungar argues, lies in the dynamic oscillation between nuclear worship, which viewed the "bomb" as the source of salvation, and nuclear dread, which conjured up images of vaporized cities and an end tocivilization. In the concluding chapter he discusses what role nuclear fear - about proliferation, for instance - may continue to play in the post-Cold War world.
