Ex-bgay exec appeals to GMA

A former barangay captain in Novaliches, North Caloocan who is also a leader of the ruling party Lakas, appealed yesterday to President Gloria Macapagal Arroyo to restore to licensed firearm holders their right to carry guns outside their residence.

Lawyer Alfredo U. Malabaguio told the Manila Bulletin that he could not protect himself and his family against lawless elements especially while travelling to distance places to attend hearings in far-flung areas noted for its bad peace and order condition.

He narrated some instances where opposing parties in the cases he handled have subjected him to some harassment.

The Lakas leader cited the case of an unarmed policeman who was shot in the head in North Caloocan by some unknown elements and the recent cases of two newsmen, one in Tarlac, and another in Mindanao who were killed for they were unarmed.

He also pointed out that Ateneo law graduate Fernando Llamas could still be alive if he had a licensed gun to protect himself.

The license to possess firearms include the right to carry it outside the residence and a permit to carry is not necessary for such was not required before, Malabaguio said. Payment for permit to carry is only a source of corruption and it is also a case of double taxation for you pay for the license and you also pay for the permit including some other expenses, the Lakas leader in North Caloocan said.

Parents who take their daughters to school and fetch them afterwards in the afternoon or early evening could not protect them from bad elements like kidnapers and rapists as in the case of Irish Kristine Alberto, 18, a student of Assumption College in Makati City who was kidnaped and raped no less than by a priest, the lawyer added. NEU offers BS in nursing

The Commission on Higher Education (CHED) has granted a permit to New Era University (NEU) in Diliman, Quezon City to offer Bachelor of Science (BS) in Nursing beginning this schoolyear 2003-2004.

CHED-National Capital Region (NCR) director Amelia Biglete has asked NEU College of Nursing to maintain the standards required for the said course and obey all the laws, rules and regulations and requirements of CHED. …
