Presidential candidate Raul S. Roco of Aksyon Demokratiko, in a speech yesterday at the Bayan Muna 3rd National Convention at the University of the Philippines (UP)Diliman in Quezon City, said the next duly elected president of the Republic should prioritize health, education, micro-finance, and independent foreign policy.
In his 10-minute speech, Roco said if he wins the 2004 national elections, he will implement a truly 100 percent free public education at the primary and secondary levels, improve the completion rates at the basic education level, and expand feeding and other non-tuition support for the poorest pupils.
Roco also vowed to accelerate the implementation of dual-tech systems and other programs linking the school to the workplace, secure quality education and improve teacher training and continuing education, and implement the "Study Now, Pay Later" program.
On the health platform, the Bicolano leader said "people are our wealth," thus, a health program that is sustainable and responsive will be the hallmark of health promotion under a Roco administration.
