AS a sectoral council of the Department of Science and Technology (DoST), the Philippine Council for Agriculture, Forestry, and Natural Resources Research and Development (PCARRD) takes charge of the implementation of the National Agriculture and Resources Research and Development System (NARRDS). This mandate is drawn from the recently crafted Philippine Agriculture (PA) 2020, a long-term plan launched by the National Academy of Science and Technology (NAST).
PA 2020 integrates agriculture, livestock, fisheries, environmental and natural resources, and the over-arching social systems into a science-based development strategy. Based on three pillars a" organizing and managing agriculture as a business; alleviating poverty through asset reform; and nurturing the values of nature and community a" PA 2020as implementation is buttressed by technology development, infrastructure investment, human resource development, and institutional and governance reform.
PA 2020 calls for the development of specific industry strategic plans (ISPs), a task that falls squarely on the sectoral council that commemorates its 33rd anniversary today a" PCARRD. These ISPs, to be formulated through each of the industry clusters, are among PCARRDas strategies in steering the science and technology agenda of the NARRDS, specifically the technology needs of the agro-industrial clusters, in the next 15 years. …
