OCA marks 30th year
The Office of the Court Administrator (OCA) observes its 30th founding anniversary today.
Under Chief Justice Hilario G. Davide, Jr. and the OCA stewardship of Court Administrator Justice Presbitero J. Velasco Jr., OCAas significant developments include: The passage of R.A. 9227 which gave substantial allowances to judges and thus resulted in minimizing court vacancies and at the same time attracting the best and the brightest to apply as judges; the amended Summary Procedure which now covers or applies to cases under Batas Pambansa 22 known as the Bouncing Check Law; and a Supreme Court resolution which gives more authority and power to executive judges in supervising courts and monitoring the performance of judges under their jurisdiction;
The strengthening of the financial and judicial audits to more effectively pinpoint accountabilities; the implementation of a performance evaluation system for judges; the creation of a Judicial Service Team (JST) with the judge as the chairperson who spearheads the application of Total Quality Management (TQM) principles in court administration, among others.
ALA tackles intal legal disputes
Jurists, law deans and top legal practitioners from member states of the Association of Southeast Asian Nations (ASEAN) will discuss regional legal issues, including the resolution of international disputes, during the meeting of members of the ASEAN Law Association (ALA) in Metro Manila on Nov. 24-27.
The meeting will be attended by Supreme Court justices, attorneys general, deans of law faculties, leaders of Bar societies and top legal professionals of ASEAN, according to Avelino V. Cruz, president of ALA Philippines and chairman of the Philippine national committee. Philippine Supreme Court Chief Justice Hilario G. Davide will deliver the keynote address on Nov. 25.
Among the topics is the creation of an alternative dispute resolution, a proposal initiated by Atty. Victor P. Lazatin, ACCRALAW senior partner and president of the Philippine Institute of Construction Arbitrators or PICA, through the Philippine National Committee.
The first workshop on "Legal Ethics in ASEAN and Legal Education systemsaa will be handled by former UP Law Dean Raul Pangalangan as paper writer. The seminar on "Cross Border Statutes and Other Measures to Curb Money Launderingaa will be handled by Francis Ed. Lim, president of the Philippine Stock Exchange and ACCERALAW senior partner. …
