The Comelec, led by retired Supreme Court Justice Jose A.R. Melo as chairman, approved en banc Resolution No. 8448 prescribing the general duties and functions of AFP, PNP and other law enforcement agencies in the conduct of ARMM polls to insure that it will be free, orderly, honest, peaceful and credible.
The resolution, signed by Melo and Commissioners Romeo A. Brawner, Rene V. Sarmiento, Nicodemo T. Ferrer and Moslemen T. Macarambon, directs the AFP, PNP and other law enforcement agencies to assist the Comelec in the enforcement of eletion laws, rules and regulations as well as provide security and logistical support in connection with the conduct of Aug. 11 ARMM polls in the six provinces comprising it.
The provinces are Basilan, Lanao del Sur, Maguindanao, Shariff Kabunsuan, Sulu and Tawi-Tawi.
The AFP, PNP and other law enforcement agencies were likewise required to comply with all orders, directives and resolutions which the Comelec may issue from time to time.
It warned that the Comelec may relieve any officer or employee from the performance of his duties relating to electoral processes who violates the election laws or fails to comply with its instructions, orders, decisions or rulings, and appoint his substitute and, upon its recommendation, the proper authority shall suspend or remove from office any or all of such officers or employees who may, after due process, be found guilty of such violation or failure. …
