Survey firms in the Philippines are “promoting (a) culture of negativism and cynicism instead of spreading (a) message of hope,” a former official of the Presidential Anti-Graft Commission (PAGC) and the Presidential Commission on Good Government (PCGG) said Friday.In a statement, lawyer Nicasio Conti said such surveys not only “destroy the reputation of the government offices but also undermine the confidence of people in the democratic institutions,” without even presenting solutions.Conti used the Pulse Asia survey which asked respondents to name up to five government agencies they considered to have the highest and lowest incidence of graft as an example.He said the survey “is a wake-up call but totally unnecessary and discouraging given the governments’ stepped-up efforts to address the problem of the economy by adopting expansionary fiscal policy through increased government spending to generate more jobs and stimulate the economy.”“What happened here was that the respondents, 86 percent of which admitted that they never personally encountered corruption, speculated on the agencies they think are corrupt without any objective basis or criteria for selection. …
