In November 1996, the National Institute of Corrections (NIC) participated in "Promoting Public Safety through the Effective Management of Sex Offenders in the Community," a national summit sponsored by Assistant Attorney General Laurie Robinson and the Office of Justice Programs (OJP). The summit, which brought together practitioners, academicians, researchers and other experts in the field of sex offender management, encouraged participants to discuss the needs and challenges of those working with sex offenders. NIC subsequently joined OJP and the State Justice Institute (SJI) in a collaborative venture to provide training and technical assistance in this area to probation and parole agencies nationwide.
OJP, NIC and SJI have designed and funded a Center for Sex Offender Management (CSOM) to be operated by the Center for Effective Public Policy (CEPP) in collaboration with the American Probation and Parole Association (APPA) through its secretariat - the Council of State Governments. CSOM is a national project intended to support local jurisdictions in the effective management of sex offenders under supervision of probation, parole and other community-based agencies. While participating in the design and planning of CSOM, NIC shared its extensive knowledge of the needs and concerns of these agencies.
CSOM will address three primary needs of the field, which were identified at the summit:
* knowledge development and dissemination;
* training and technical assistance; and
* public education and assistance.
CSOM's Information Exchange will provide current resource materials and referrals to other organizations that can offer assistance to practitioners. CSOM also will collect and synthesize information on sex offender management strategies from jurisdictions around the nation and develop practices and policies on pressing issues.
CSOM will establish and maintain a Web site that can link practitioners to information and potential resources, including the NIC Information Center. Users will be able to download some materials directly from the site; others will be able to be ordered. …
