Civil Society Vows Participation in Regional Budget Preparation

TACLOBAN CITY, Leyte (PIA) - In line with the Aquino Administration's thrust in transparent governance, civil society organizations (CSOs) in Eastern Visayas participated actively in the 2012 Regional Budget Forum held last January 13-14, 2011. The Forum was spearheaded by the Department of Budget and Management (DBM) in Region 8.DBM Region 8 Director Imelda Laceras noted with great satisfaction, the participation of CSOs which expressed interest in and support for programs and projects of the Aquino government.Among the issues that cropped up during the Forum was the number and names of civil society organizations to be consulted for ongoing programs and projects of six piloted departments namely, the Department of Agriculture, Department of Agrarian Reform, Department of Public Works and Highways, Department of Social Welfare and Development,Department of Education, and Department of Health. Laceras moved to temporarily shelve the issue pending receipt of detailed guidelines in the conduct of civil society consultations. She gave the assurance that updates on the same shall be disseminated in the soonest time possible.At the same time, Laceras said that this is the first time that the agency is tapping the participation of CSOs and other stakeholders in the budget preparation process for key government agencies. …
