Governments cannot be isolationist when: * delivering a new, dedicated transplant infrastructure and new organ donation culture for Wales; * consulting persons of 16 and older in schools and colleges and providing evidence of the selfless ethic required of a donor or donor family; * promoting the role of the family in discussing organ donation by communication and campaigns.
