The Department of Energy (DOE) sets marching order for the Power Sector Assets and Liabilities Management Corporation (PSALM) to rebid the power barges that will be relocated to Mindanao, at least one more time.
"The direction we have for the power barges is to have another rebid - at least try it again," Energy Secretary Carlos Jericho Petilla has noted.
The energy department's instruction is on the backdrop of the "reluctance" of Mindanao stakeholders to have the barges as an option in solving their power supply woes.
According to Mindanao Development Authority, PSALM has already been apprised that the barges cannot be a feasible solution for Mindanao, given that its generation capacity is also limited
In fact their proposal, according to MinDA director Romeo Montenegro is for PSALM to just divest the barge assets on "straight sale basis," without mandating the buyers to transfer it to Mindanao.
The Mindanao oversight agency has cited the case of Power Barge 104 in Davao which has been generating less than 10 megawatts, out of its 32-MW installed capacity. …
