The Department of Environment and Natural Resources-National Capital Region (DENR-NCR) served the other day a Notice of Violation (NoV) to the president and general manager of business tycoon Stanley Ho's Manila Jumbo Palace, Inc. (MJPI), it was learned yesterday.
The Jumbo Palace arrived early this month and is docked behind the Cultural Center of the Philippines (CCP) Complex in Pasay City. Its arrival from Hong Kong drew flak from various sectors who feared Ho might operate a casino on board.
DENR-NCR issued the directive after DENR Secretary Antonio H. Cerilles directed them to issue a NoV to MJPI for violation of Presidential Decree (P.D.) 1586 and its implementing rules and regulations. The PD established an Environmental Impact Statement System (EISS) including other environmental management related measures.
Cerilles said the NoV gives MJPI seven days to explain why it should not be penalized under PD 1586. Violation of PD 1586 carries a minimum fine of P50,000 per violation.
He said it was issued because MJPI started implementation of the project without securing an Environmental Compliance Certificate (ECC). "The act alone," Cerilles said, "violates Presidential Decree No. 1586."
"MJPI's failure to comply with the NOV," Cerilles said, "shall compel the DENR to take appropriate legal action. …
