Truby, Brown Open New Environmental Services Company

By Darrell Morrow Feature Editor A new environmental services company has been organized under the name of Phase One Associates Inc. to offer the full gamut of services from initial Phase 1 environmental assessments to remediation services.

W.J. "Wib" Truby is president and chief executive officer and Terry Brown is vice president and chief operating officer.

Phase One Associates has opened an office at 7901 NE 10th St., Suite 201, in Midwest City.

Truby has worked in the environmental sciences field in Oklahoma about 15 years. He has operated Phaedrus Associates, an environmental consulting firm, since 1986. Phase One Associates will encompass an expansion of the services previously offered by Phaedrus Associates, he said.

An increased public awareness of environmental problems and changes in government regulations have increased the needs of businesses to protect themselves from liability with environmental assessments of their property conditions.

Truby said that is the reason for development of the new company.

Truby formerly taught environmental sciences at Oklahoma State University and still conducts business seminars in that field.

He also served as chief enforcement officer of the Oklahoma Department of Health Environmental Services, responsible for hazardous and solid waste enforcement in Oklahoma between 1980 and 1986. He is a former law enforcement officer and United States Treasury Department agent.

"We offer expert consulting services in the field of environmental liability. That is our main focus, our main thrust. I have a background as a police officer and an environmental scientist, and I married the two.

"The ability as a police officer and as the head of enforcement for the Oklahoma Department of Health Environmental Services for five years taught me how to build a case. If I know how to build a case, I also know how to defend a case. We do quite a lot of that.

"I am also a licensed private investigator, and Terry (Brown) is finishing his training to become a licensed private investigator.

"You put the two together and become specialists in environmental liability analysis. Basically, that is what we do. We also have the expertise and background to take it further, do scientific studies and fix environmental pollution problems _ Phase 1, Phase 2 and Phase 3 requirements of the environmental protection laws," Truby said.

"Phase 2 is further increasing the scientific analysis to specifically determine the quality and quantity of contamination on a piece of property.

Phase 3 is remediation, or fix it, put it back like it should be in its natural state." Truby has a bachelor's degree in wildlife ecology and a master's degree in natural sciences from Oklahoma State University, plus 89 hours of post-master's graduate work in the ecological field and one year of law school at Oklahoma City University.

Brown formerly served as land manager, vice president for New Reserve Gas in Oklahoma City. He also has worked as a landman for Phillips Petroleum Co., Grace Petroleum Corp, Trigg Drilling Co. Inc., and as an independent landman agent for Quintana Petroleum Corp.

Brown has worked several years with Truby as a research consultant for Phaedrus Associates in performing Phase 1 environmental liability assessments in compliance with environmental laws. Much of that work has been related to the oil and gas industry.

He has a bachelor of business administration degree with emphasis in geology from Central State University and additional geology study at the University of Tulsa and University of Oklahoma. He holds memberships in the American Association of Petroleum Landmen and the Oklahoma City Association of Petroleum Landmen. …
