The New York City Composers' Forum-Laboratory was created in 1935 as part of the Music Education Division of the Federal Music Project (FMP), under the auspices of the Works Progress Administration (WPA), funded by Roosevelt's Depression-era New Deal. The Forum was a unique phenomenon in the history of American music.
