Leading the problems most critical to government decision makers worldwide are those that derive from privatization, democratization, and decentralization. Dr. Nagel and a panel of academics and practitioners help clarify the ways in which problems traceable to these trends are being handled -- and how they might be handled better -- in light of the goals, experiences, constraints, and other factors affecting participants in world governance. Among the many important features of the book is its interdisciplinary approach and the way it offers African, Asian, Latin American, European, and North American viewpoints. It also combines the perspectives of liberal and conservative ideologies. Cross-national with concrete examples and broad concepts and principles carefully detailed, the book is an important source of background and insight.

The three dominant forces shaping societies and economies around the world are globalization, privatization, and liberalization. Because these processes are interrelated, they must be addressed collectively. The contributors to the volume show that globalization, privatization, and liberalization are multidimensional phenomena that impact not only the economic considerations of governments, but also the sociocultural and environmental aspects of societies. The three phenomena also affect these units of analysis-- which Rao and his colleagues identify as regional, country, industrial, and organizational. The result is a cogent discussion of these powerful global forces, for the academic community, professionals in economic development, banking, finance, international investment, and global commerce.

This collection looks at one of the most enduring legacies of the 1980s in Britain--the program of privitizations that the Thatcher government set moving in the first half of the decade, in which whole sectors of the UK economy which were formerly part of the public sector were sold off to the private sector. These programs have influenced economic policy throughout the world, most recently in Eastern Europe. The contributors here examine and evaluate what has been learned from the programs now completed, and what remains to be done.

Examines 12 cases where privatization produced significant economic gains. Twelve case studies from Chile, Malaysia, Mexico, and the United Kingdom show that privatization can provide substantial economic gains, given the right policies. It is shown that a given developing country can increase its GDP by an average of 2.5 percent with the divestiture of half its public enterprises. Several enterprises were studied, including airlines, telecommunications firms, electric companies, a lottery, a transport company, and a container terminal. Each study looks at how privatization encouraged sound investment, responsible government, and market-friendly practices. Also examined are the equitable policies used to regulate monopolies, introduce competition, and sell public enterprises. Conference participants point out how these privatization methods could help many other countries achieve similar gains.

Privatization South American Style focuses on the politics of privatization in Argentina, Brazil, and Peru. It examines both the micro and macroeconomics of achieving privatization, the policy measures introduced, and factors affecting the implementation of privatization. The political dimensions of privatization are analysed in order to explain the variations in national success in formulation and implementing privatization programmes. The author argues that evidence suggests that national governments as planned, and that rarely implement most divestiture policies from a technical standpoint, privatization is a learning process that evolves through trial and error. It also examines the apparently 'unconventional' methods used by the governments of Argentina, Brazil, and Peru to achieve privatization Comparative in its approach, the book seeks also to shed light on the nature of privatization in countries throughout the developing world. The book more generally argues that poorly designed privatization policies may have future serious implications on issues such as the rule of law, and the regulation of public utilities.

The privatization revolution, profit or revenue sharing, and employee participation in enterprise decision making are some of the major characteristics of modern capitalism. Such features can be observed in almost all countries, including Western developed, Third World, and primarily ex-socialist countries. The diffusion of stock ownership, the promotion of economic and industrial democracy, and the globalization of production and finance present new challenges and opportunities and reflect important structural economic and political changes. This book examines all these issues and provides valuable information and suggestions for labor-management relations and international business cooperation.

Dr. Hines draws on her own extensive worldwide research and her consultations with major multinational corporations to provide a comprehensive, detailed study of the rationale underlying the emergence of global private power, ways to find opportunities for further development within the global private power business, and alternative methods and techniques for its development and finance. Her book shows that, with assistance from bilateral and multilateral government agencies such as the International Finance Corporation and the various national export-import banks, project debt ratios resonably low. Equity is usually contributed to the project by all the major participants. Global competition for viable power projects is tending to reduce costs and increase plant efficiencies. This work is a major contribution to our understanding of what global power privatization is, where it is being implemented and how it is done, and the various considerations that energy executives and public policymakers worldwide should keep in mind when they seek financing for their private power projects.
