Ralph Bunche

In this book, Jonathan Holloway explores the early lives and careers of economist Abram Harris Jr., sociologist E. Franklin Frazier, and political scientist Ralph Bunche--three black scholars who taught at Howard University during the New Deal and, together, formed the leading edge of American social science radicalism.

Harris, Frazier, and Bunche represented the vanguard of the young black radical intellectual-activists who dared to criticize the NAACP for its cautious civil rights agenda and saw in the turmoil of the Great Depression an opportunity to advocate class-based solutions to what were commonly considered racial problems. Despite the broader approach they called for, both their advocates and their detractors had difficulty seeing them as anything but "black intellectuals" speaking on "black issues."

A social and intellectual history of the trio, of Howard University, and of black Washington, "Confronting the Veil investigates the effects of racialized thinking on Harris, Frazier, Bunche, and others who wanted to think "beyond race"--who envisioned a workers' movement that would eliminate racial divisiveness and who used social science to demonstrate the ways in which race is constructed by social phenomena. Ultimately, the book sheds new light on how people have used race to constrain the possibilities of radical politics and social science thinking.

Brenda Gayle Plummer brings a new perspective to the study of twentieth-century American history with her analysis of black Americans' engagement with international issues, from the Italian invasion of Ethiopia in 1935 through the wave of African independence movements of the early 1960s. Plummer first examines how collective definitions of ethnic identity, race, and racism have influenced African American views on foreign affairs. She then probes specific developments in the international arena that galvanized the black community, including the rise of fascism, World War II, the emergence of human rights as a factor in international law, the Cold War, and the American civil rights movement, which had important foreign policy implications. However, she demonstrates that not all African Americans held the same views on particular issues and that a variety of considerations helped shape foreign affairs agendas within the black community just as in American society at large.

This pioneering volume advances the thesis that there exists a significant linkage between Black politics and Black political behavior, heretofore treated as separate and distinct areas of study. This is the first work to bring the two together and to support such an approach with empirical studies. Chapter authors explore and analyze basic and fundamental areas of linkage providing a provocative and insightful contribution to the literature of Black politics and political behavior in America. Organized into five main linkage blocks, the work examines: Theoretical linkages between Black politics and Black political behavior; national linkages; state-contextual linkages; procedural linkages; and gender linkages. This volume will be of interest to scholars and students in American politics and political behavior and African-American politics and political behavior.

This book presents a comprehensive overview of Black leadership in every aspect of American life, including movements for social justice, education, business, and politics. In the quest for human rights and social advancement, African-American leaders have emerged to lead the fight to overcome racial and economic barriers. This struggle has influenced the exercise of Black leadership in many other areas and the author uses an interdisciplinary approach to reveal the changes, continuities, and variety of African-American approaches to effective leadership. The book also suggests a theoretical framework for future research on the impact of Black leadership in America.

At the outset of the 1949 armistice negotiations between Israel and its Arab neighbors, acting UN mediator Ralph Bunche expressed his hope that the talks would "chart the road to a peace for Palestine", an outcome apparently as elusive today as when he spoke those words more than forty years ago. Perhaps the most significant aspect of this meticulously documented analysis of those negotiations is its relevance for today's headlines. Relating the proposals and counterproposals, the conspiracies and power plays to present-day Israeli and Middle East policies, Elmer Berger suggests that the basic negotiating strategies of the main players have persisted almost unchanged into the present, a "near rigidity" that has defeated all efforts to achieve peace in the Middle East's central conflict. Berger is a controversial rabbi, an avowed anti-Zionist who proves himself capable of examining highly flammable issues and events with objectivity, insight, and rigorous scholarship. Drawing upon newly released material from official Israeli and U.S. archives, Berger manages to paint both the large picture and the telling detail - the frustrations of the conscientious and highly respected Bunche, the pathetically unprepared Arab negotiators, the well-informed Israeli diplomats, the intrigue of the Israel-Transjordan alliance. The work will serve serious observers of the prolonged conflict over Palestine as a guide to applicable international law and to the attitudes and negotiating policies of the countries involved.

Based upon consideration of United Nation missions to the Congo (1960-64), Somalia (1992-95), and the former Yugoslavia (1992-95) and examination of counterinsurgency campaigns, Mockaitis develops a new model for intervening in intrastate conflicts and commends the British approach to civil strife as the basis for a new approach to peace operations. Both contemporary and historic examples demonstrate that military intervention to end civil conflict differs radically from traditional peacekeeping. Ending a civil war requires the selective and limited use of force to stop the fighting, safeguard humanitarian aid work, and restore law and order. Since intrastate conflict resembles insurgency far more than it does any other type of war, counterinsurgency principles should form the basis of a new intervention model.

This book spans more than 200 years of U.S. diplomatic history. Its geographical scope widens along with the expanding interests of America itself, from initial exclusive concern with the empires of Europe, to the emerging nations of Latin America, to the commercial opportunities and geopolitical concerns of Asia and Africa.
