Report III, which is submitted each year to the International Labour Conference, is central to the activities of the International Labour Organization because it contains the report of the Committee of Experts on the Application of Conventions and Recommendations. Part 1A, the first presented here, concerns the examination by the Committee of Experts of the annual reports it receives from member States on measures taken in their law and practice to comply with provisions of the Conventions they have ratified. It contains the observations of the Committee of Experts arising from this examination, presented by Convention and by country.

Each year, at the request of the ILO Governing Body, the Committee of Experts on the Application of Conventions and Recommendations also carries out a General Survey (Report III, Part 1B) of the law and practice of ILO member States on a subject on which Conventions and Recommendations have been adopted. Reports on the subject are requested only from member States which have not ratified the said Conventions, since the Office already has information on the law and practice of those which have ratified them. Furthermore, the governments of all member States are also invited to present a report on the application of the Recommendations supplementing these instruments. The General Survey is submitted in June to the Conference Committee on the Application of Standards, and then to the Plenary of the Conference.
