Poverty and Children

Welfare departments often emphasize efficiency and speed in their relationships with the poor. Such emphases do not favor an understanding of and a coping with families' and children's needs. Golden links two critical policy areas: the way agencies relate to families on welfare and their economic status, and what those agencies can and must do to improve services for needy children. How can welfare programs be better used in the future to reach children at the time of their lives when services can make the most difference? The author's recommendations are practical and operational in nature.

Most Americans are insulated from the poor; it's hard to imagine the challenges of poverty, the daily fears of crime and victimization, the frustration of not being able to provide for a child. Instead, we are often exposed to the rhetoric and hyperbole about the excesses of the American welfare system. These messages color our perception of the welfare problem in the United States and they close the American mind to a full understanding of the complexity of family poverty. But who are these poor families? What do we know about how they arrived in such desperate straits? Is poverty their fate for a lifetime or for only a brief period? In Faces of Poverty, Jill Duerr Berrick answers these questions as she dispels the misconceptions and myths about welfare and the welfare population that have clouded the true picture of poverty in America. Over the course of a year, Berrick spent numerous hours as a participant-observer with five women and their families, documenting their daily activities, thoughts, and fears as they managed the strains of poverty. We meet Ana, Sandy, Rebecca, Darlene, and Cora, all of whom, at some point, have turned to welfare for support. Each represents a wider segment of the welfare population--ranging from Ana (who lost a business, injured her back, and temporarily lost her job, all in a short period of time) to Cora (who was raised in poverty, spent ten years in an abusive relationship, and now struggles to raise six children in a drug-infested neighborhood). And as Berrick documents these women's experiences, she also debunks many of the myths about welfare: she reveals that welfare is not generous (welfare families remain below the poverty line even with government assistance); that the majority of women on welfare are not long-term welfare dependents; that welfare does not run in families; that "welfare mothers" do not keep having children to increase their payments (women on welfare have, on average, two children); and that almost half of all women on welfare turned to it after a divorce. At a time when welfare has become a hotly debated political issue, Faces of Poverty gives us the facts. The debate surrounding welfare will continue as each of the 50 states struggles to reform their welfare programs, and this debate will turn on the public's perception of the welfare population. Berrick offers insight into each of the reforms under consideration and starkly demonstrates their implications for poor women and children. She provides a window into these women's lives, brilliantly portraying their hopes and fears and their struggle to live with dignity.

The area of work and family is a hot topic in the social sciences and appeals to scholars in a wide range of disciplines. There are few edited volumes in this area, however, and this may be the only one that focuses on low-income families-a particularly important group in this era of welfare-to-work policy. Interdisciplinary in nature, the volume brings together contributors from the fields of psychology, social work, sociology, demography, economics, human development and family studies, and public policy. It presents important work-family topics from the point of view of low-income families at a time in history when welfare to work programs have become standard. Divided into four parts, each section addresses a different aspect of the topic, consisting of a big picture lead essay which is followed by three papers that critique, extend, and supplement the final paper. Serving to organize the volume, these issues and others have been encapsulated into four sets of anchor questions: How has the availability, content, and stability of the jobs available for the working poor changed in recent decades? How do work circumstances for low-income families vary as a function of gender, family structure, race, ethnicity, and geography? What implications do these changes have for the widening inequality between the haves and have-nots? What features of work timing matter for families? What do we know about the impacts of shift work, long hours, seasonal work, and temporary work on employees, their family relationships, and their children's development? How are the child care needs of low-income families being met? What challenges do these families face with regard to child care, and how can child-care services be strengthened to support parents and to enhance child development? How are the challenges of managing work and family experienced by low-income men and women? The primary audience for the book is academicians and their students, policy specialists, and people charged with developing and evaluating family-focused programs. The volume will be appropriate for classroom use in upper-level undergraduate courses and graduate courses in the fields of family sociology, demography, human development and family studies, women's studies, labor studies, and social work.

Poverty is an educational issue because it affects children's physical, emotional, and cognitive development. Especially in current times, taken-for-granted ideas about poverty and poor children must be scrutinized and reconsidered. That is the goal of this book. Poverty and Schooling in the U.S.: Contexts and Consequences is in part a plea for educators and future educators to undertake the intellectual and emotional work of learning more about the social causes, as well as the sometimes life-altering consequences of poverty. Although such efforts will not eradicate poverty, they can help form more insightful educators, administrators, policymakers, and researchers. The book is also an effort to bring to the table a larger conversation about the educational significance of the social and legal policy contexts of poverty and about typical school experiences of poor children.
