UNITED KINGDOM

The British Library called for a clarification of copyright law September 25 to specifically include digital content and take technological advances into account. CZECH REPUBLIC

The municipal library in Ostrava has opened a library for Roma people (Gypsies) that will offer publications written in the Romany language or Czech books on Roma issues. Director Miroslava Sabelova said she wanted to create an environment where Roma would feel welcome and not intimidated.--CTK news agency, Sept. 29.

KAZAKHSTAN

The National Academic Library in Astana launched a human rights digital library in October that offers access to more than 1,000 legal documents in both Kazakh and Russian. The collection focuses on rural populations and minorities and is seen as a step forward in improving access to information and justice.--UNESCO, Oct. 9.

VIETNAM

Hanoi University of Technology opened a new library, said to be the largest academic library in the country, in October for the school's 50th anniversary. The 10-story Ta Quang Buu Library, which cost roughly $12.5 million to build, can seat up to 2,000 students and features two multimedia rooms equipped with 300 internet-accessible computers.--VietNamNet, Oct. 13.

CANADA

Community Access Program sites across the country learned the last week in September that the federal government had eliminated their funding, effective in December. The program, introduced 11 years ago by Industry Canada, offers free internet access at schools, libraries, and other public buildings.
