BICC is an independent, international institute. It was established in 1994 by the German Federal State Government of North Rhine- Westphalia as an international clearinghouse on conversion issues to carry out research and provide practical advice.
BICC is organized as a non-profit limited company. The shareholders are the Federal States of North Rhine-Westphalia and Brandenburg, the Landesentwicklungsgesellschaft Nordrhein-Westfalen and the Westdeutsche Landesbank Girozentrale, Düsseldorf/ Münster. The activities of the institute are guided by a board of trustees, a supervisory board and an international board. The institute's staff members originate from a variety of countries.
In addition to the conversion survey, BICC publishes books, reports, briefs and papers. The institute also provides its own Internet service ConverNet at http://bicc.uni-bonn.de
