This volume had its genesis in an international conference on “Transnational Organised Crime and International Security” held at All Souls College, Oxford University. We would like to express our gratitude to the various sponsors of the conference: the Ford Foundation, the John D. and Catherine T. MacArthur Foundation, the Policy Planning Staff of the Foreign and Commonwealth Office, the Serious Crime Programme at the United Kingdom Home Office, the British Council in Bogotá, and the All Souls Foreign Policy Programme at Oxford University. A special debt of gratitude is owed to Ambassador Wegger Christian Strømmen of the Norwegian Ministry of Foreign Affairs and Ambassador Ragnvald Ängeby of the Swedish Ministry of Foreign Affairs, both of whom have done much to support the research activities of the Centre for International Studies (CIS) at Oxford University over the past four years. Professor Robert O'Neill played a key role in organizing the conference at All Souls, and we gratefully acknowledge his steadfast support throughout this project. Karen Williams at Lynne Rienner Publishers has been generous to a fault in bringing this book to publication. Finally, we would like to express our great sadness at the death of Ian Taylor, a conference participant and contributor to this volume, who died in January 2001.
