of a specific form of society. This is in accordance with the picture of free pluralism in society, and so to this extent the answer would be: Yes.

Assuming that in such a system the costs of the educational system would be lower, it can be assumed that the effectiveness of the educational system would be higher because the demands of society would be better fulfilled. Creating a third sector or introducing an education mix would lead to the fulfilment of the first two aims of the Constitution of Weimar, namely the opening up of schools to children of all social classes and all religious denominations. This would contribute towards solving the crisis of the social state. It cannot, however, be expected that such a system would contribute towards solving the new social question.

In the final analysis it can be said that creating a system of public schools along the lines of a third sector and an education mix would tend to increase the effectiveness of the educational system, but would probably reduce the social equality. It would therefore be a question of weighing up these two factors if the problem of restructuring the social state in the educational system is to be tackled.
