The evaluation of enforcement strategies becomes circular. The actual total of, for example, illicit narcotics imported into a country is, by definition, unknown. It emerged in one of the seminars that, in order to provide an estimate, authorities will normally subject the amount seized by a multiplier of ten. So, by definition, the authorities will never achieve greater than 10 per cent success in their aim of eliminating drug importation!
