BRUCE F. BERG is an associate professor of political science at Fordham University. He has published articles and book chapters on the delivery of health care to the elderly, interest group behavior, bureaucratic politics, program evaluation, and politics in the New York City metropolitan area. He has lived on the Upper West Side of Manhattan for the last thirty years.
