Balkans: Arms Control Bodies Sign Memorandum of Understanding


Two organisations involved in controlling arms in the Balkans have signed a Memorandum of Understanding (MOU) that looks to establish effective co-operation between them with a view to enhancing international efforts to reduce the proliferation of small arms and light weapons (SALW) in the region, and the potential for violence and illegal trafficking of weapons.

The MOU was signed on May 7 in Rakitje, Croatia, by RACVIAC (the Regional Arms Control Verification and Implementation Assistance Centre) and SEESAC (South Eastern Europe Clearinghouse for Control of Small Arms and Light Weapons), at the end of RACVIAC's May 5-8 seminar on "SALW - a year after implementation of the Stability Pact's Plan".

The fields of co-operation between RACVIAC and SEESAC will be: Information exchange; Public awareness and promotion of dialogue; Regional seminars, workshops and training; Capacity building; and Regional harmonisation of legislation, including arms export legislation and implementation mechanisms. The co-operation between RACVIAC and SEESAC is also supposed to provide a forum for regional dialogue and co-operation in the field of SALW.
