SCOTLAND
The number of books borrowed from public libraries has dropped 30% in the past seven years, from 9.8 books per person in 1995-96 to 7.1 in 2001-02, according to statistics compiled by the Scottish Executive office. During the same period, local communities have not reduced library funding, but most of the money goes to salaries and technology rather than new books.--Glasgow Herald, Aug. 29.
