Plans Unveiled to Improve Internet, PC Online Services
The Ministry of Information and Communication yesterday announced a package of measures aimed at promoting online PC communication and Internet services.
Under the plan, the ministry will introduce a certification system for Internet website page view statistics and step up research for the controversial online business model.
The plan includes an upgrade of online PC communications and Internet service infrastructure with the ministry setting up an online patent system, communications industry category, service charge standards and user protection measures.
Ministry officials said the comprehensive package will be implemented from the second half of this year after various options and details are worked out.
The ministry said the growth of the Internet industry in Korea requires a new category system to classify online venture start-ups and their unique business models.
In this regard, related regulations and rules will be reconfigured in favor of the Internet industry rather that communications service which has long dominated the agenda of the ministry.
To tackle the much-disputed Internet patent issue, the ministry said it will push for a bill that would cement the establishment of a new legal foundation to protect innovative ideas and technologies.
Tax breaks and financial support for Internet ventures are also considered to kickstart e-commerce sprouting from the online business items.
As the online network is advancing toward high-speed systems, the ministry is planning to expand the 56Kbps network for data communications based on the 014XY telephone access code.
In addition, high-speed Internet service providers will be encourage to beef up investment into network upgrades offering ADSL and cable connections for a faster commercial Internet package. …
