A KEY civil servant at the Department for Education and Employment is running a hard-core porn business from his office.

Simon Brown is a researcher for the Government's policy initiative on children, women and parenthood in deprived areas, co-run by Estelle Morris, dubbed New Labour's "Minister for Morals" in schools.

He formerly worked for another Labour Minister, Margaret Hodge.

His job in the pounds 500 million Sure Start programme brings him into contact with charities Barnado's, Action For Children and National Children's Homes and the public.

But 31-year-old Brown is leading a depraved double life. He is a pornographic film-maker who claims to ply women with cocaine and Ecstasy to enhance their on-screen sexual performance.

Brown pays the women - some of whom are prostitutes desperate for cash, and vulnerable women like those he is paid to research officially - pounds 250 to have sex with him in the movies available in Britain and on the Continent.

He also has a couple of equally seedy sidelines - selling hard-core imported sex videos in pubs for pounds 10 a time and acting as a chaperone for high-class hookers by chauffeuring them to pounds 1,000-a-night clients.

The profits generated by these activities allow Brown to lead a millionaire lifestyle far removed from what could be expected on his modest Civil Service salary.

Brown told a Sunday Mirror investigator: "By day I'm Mr Straight at the Department for Education and Employment. But I make hardcore and soft porn and pay the girls pounds 250 for the first film and they sell.

"People can't believe that I work for the Government to set up projects for mothers and children. I look up to a film-maker called Ben Dover because he started off like me and now he's a multi-millionaire."

Brown looks every inch the respectable civil servant as he arrives for work at the DfEE, near Victoria Station in London, dressed in a conservative dark suit and carrying a briefcase. He is noted among colleagues for his quiet, efficient manner.

During his six years of service he has risen to Administrative Officer (AO) grade, earns pounds 1,000 per month and is due for promotion to Executive Officer.

He describes his salary as "pocket money" and owns a pounds 200,000 luxury flat in trendy Pimlico, parties with the Chelsea set, wears designer clothes, enjoys two foreign holidays a year and has a season ticket for Chelsea FC.

If his colleagues cared to look at the electronic files hidden on his computer at work they would reveal the source of his illicit income. There are files relating to his porn business called Euphoria Videos, including release forms to prove girls consented to filmed sex, letters to agents and distributors, and movie contracts.

He said: "At work I do research and get statistics on the most deprived areas in England, which is then used to make Government policy.

"But I keep the release forms for the girls in my films on my computer at work. I shouldn't really do that.

"I get the girls to sign them after they appear in one of my films because without them the distributors won't touch you.

"It states that they are over 18 and they had sex of their own free will, and not under the influence."

But Brown revealed how he plies some girls with cocaine and takes Ecstasy himself before screen sex sessions. He offered to supply our female investigators with drink and drugs.

Brown said: "Champagne and charlie (cocaine) of course. You get paid before you do it and you sign a one-page contract

"And then we get down to pleasure...I mean action. You have a couple of drinks, you have a line of charlie. We know what charlie does for the girls. The first film I starred in is called Crystal's Sparkling Debut. …
