'Saturation' Patrol during Indiana University Homecoming Leads to Drug Bust

State police said drug possession charges are pending against a 19-year-old Philadelphia-area man who was arrested during a traffic stop in Indiana during Indiana University of Pennsylvania's homecoming weekend for allegedly possessing 26 "plastic baggies" of suspected marijuana.
State police in Indiana said a passenger in the vehicle was arrested on charges of possession with intent to deliver, while the driver of the car, another 19-year-old from the Philadelphia area, was arrested for driving under the influence of a controlled substance. Charges have not yet been filed before a district justice.
State police in Indiana reported that multiple arrests were made during a "saturation" patrol involving troopers from the Indiana, Ebensburg, Kiski Valley and Somerset stations and officers from IUP campus and the borough police departments.
State police said the two men were in a vehicle at Oakland Avenue and 13th Street when police saw them littering and stopping at a green light. A strong smell of marijuana wafted from the car, according to police. …
