No Officers Singled out for Blame on Menezes Shooting
Davenport, Justin, The Evening Standard (London, England)
NONE of the 10 officers involved in the operation which led to the shooting of Jean Charles de Menezes are singled out for blame in the police watchdog's report into the killing.
Sources say the Independent Police Complaints Commission file raises a series of " questions and issues" that the Crown Prosecution Service should consider.
The 10 officers still face the possibility of criminal charges if CPS lawyers decide they have a case to answer.
However, the fact that the report appears to suggest no single officer can be blamed for the death will add to the pressure on Commissioner Sir Ian Blair to bear the responsibility for the incident.
The Stockwell shooting took place a day after alleged attempted bombings on 21 July when Scotland Yard was engaged in a massive hunt for four suspects.
The report is expected to reveal a series of errors and false assumptions which accumulated and led police to believe that Mr de Menezes, 27, was a suicide bomber.
These centre on flawed intelligence and failures in "command and control" procedures. …
