There is not much that the transition government can do to solve the problems of the country. But its fundamental task is to get back what we never really had to lose; the rule of law based on justice must be restored. It would be a mistake to think that the new government ought to resolve the problem of unemployment, investment, social security or the recession. Rightly, spectacular solutions will not be the task of this government of transition. What will be decisive, however, is its contribution to the re-establishment of democratic practices. The aim of depoliticising the army will depend on how it goes about this task. Dismantling the ways people can manipulate power is another of the great changes that it can and ought to undertake. This crisis must be transformed into political capital. What goes on must be transparent to the international community. We must not hope for anything spectacular from the new government. That is exactly why its contribution will be decisive for the future of Peru. (Federico Salazar, Peru)
The moral damage is great due to the way that Fujimori presented his resignation. His trip to Brunei, and his presence at the Apec summit, only served as a pretext to his escape plan.
