Territorial Issues May Be Put in Textbooks


The education ministry plans to stipulate in teaching manuals for the Course of Study--which serves as a guideline for creating textbooks used in middle and high schools--that the Senkaku Islands and the Takeshima islets are "our inherent territories," according to sources.

The move is intended to help students better understand territorial issues in social science classes as the government believes it has become more necessary to give them explicit knowledge of their country's territory.

The Education, Culture, Sports, Science and Technology Ministry intends to revise the manuals soon and include the revisions in textbooks to be used from the 2016 academic year, the sources said.

The manuals are usually amended by the ministry once every 10 years in tandem with a revision of the Course of Study.

Following the contents of the manuals is not compulsory.

They serve mainly as guides for textbook publishers and teachers' lesson plans.

The manuals provide specifics on the Course of Study, including definitions and interpretations of certain matters.

As for the northern territories off Hokkaido, the manuals for middle schools have stated they are an integral part of Japan.

The government calls for such views to be mentioned also in the manuals for high schools. …
