To transform social policy into a democratic and efficient process, social programs must be decentralized and clear. The intermediate institutions, such as professional associations, citizen-client groups, and voluntary organizations, have to be supported by the state and encouraged to express their views in public debates. Greater accountability by governmental institutions is also essential for the necessary transformation of the state-citizen relationship in the social sector. Reconsideration of the priorities for public expenditures in favor of vulnerable groups and the continuous scrutiny of how policies are implemented are needed to change the institutionalized welfare state into an effective, comprehensive system ( Leibfried, 1993).
