This chapter argues for a close but separate relationship between the evaluation and implementation teams. As DSM efforts become more and more a part of mainstream utility services operating in increasingly competitive environments, closer relationships between evaluation and implementation will provide a distinct advantage for companies wishing to serve the needs of their customers while enhancing profitability through more effective DSM programs.
