areas near cities and areas producing marketable grain. Management should be strengthened in purchasing, storage, transport, and marketing of grain crops so as to reduce grain waste. Financial means should be used to reduce risks in agricultural production. It is necessary to set up land records and conduct national farmland surveys as soon as possible.
On the premise that China is basically self-sufficient in grain, it should gradually increase grain imports, from 20 billion jin at present to 70 billion jin. Various parts of the country should be allowed to readjust their structures of crop cultivation according to the principle of benefit comparison so that they may be able to exchange industrial crops and processed products for more grain from the international market.

Fellow deputies,
Improving the economic environment and rectifying the economic order is the focus of China's construction and reform this year and next year and it is also the focus of government work. Therefore, on behalf of the State Council, I now concentrate on this issue in the report on the work of the government for examination and approval by this session.
The year 1988 was the tenth year of our reform and opening up. Over the past ten years, tremendous and historic changes have taken place in all fields. The social productive forces have developed greatly, the national economic strength has markedly increased, and the people's living standards in both town and country have markedly improved. Practice has proved that the CPC's line since the Third Plenum of the Eleventh CPC Central Committee is correct. The year 1988, which has just passed, was a year in which China's socialist modernization cause continued to forge ahead.
