CARLOS E. SANTIAGO is Associate Professor of Economics and Chairman of the Department of Latin American and Caribbean Studies at the State University of New York at Albany. He has published extensively in such journals as Economic Development and Cultural Change, the Journal of Labor Economics, the Journal of Development.
