|1.||I have the honour to refer to your letter dated 9th April 1957, which has been delivered by hand by Sheikh Manga Said Kharusi on 8th May 1957.|
|2.||You state in your para 3(a) that you are enclosing a copy of the minute of the General Meeting, authorizing application for the registration of a Zanzibar Federation of Trade Unions, but no copy of the minute was enclosed. A list of names of members cannot be accepted as a clear record of the decision of the meeting and it is presumed that no reliable record is available.|
|3.||In your para 3(b) you write 'Also enclosed'. From this I presume that I was intended to understand that a copy of the constitution of the proposed Federation was enclosed. None was in fact enclosed and I must therefore presume that no constitution for the proposed Federation has in fact been examined and approved by a General Meeting of your Trade Union.|
|4.||I cannot consider the application of your Trade Union without your compliance with all of the requirements of para 3 of my letter of 3rd April 1957 and I would therefore suggest that if you wish to proceed further in this matter that you should convene a General Meeting of your Trade Union. Should you wish to invite the Labour Officer to be present or represented at this meeting I have no doubt that he would be able to give you every assistance in complying with my requirements.|
|5.||I should however inform you that I am unable to entertain your Trade Union's application for registration of a Federation of Trade Unions until such time as your Trade Union has complied with all requirements of the Trade Union Decree 1941. In this connecton I would invite attention to your failure to submit audited annual accounts for the year 1956 before 31st January 1957 and to the fact that the accounts have still not been presented to me fully vouchered.|
