the influx of immigrants from Morocco, Turkey, Suriname, and the Dutch Antilles during the 1960s and 1970s Holland has become a multiethnic society. This makes the general and academic debate on cultural and normative aspects of the definition of child abuse a compelling issue in daily practice, especially with regard to physical abuse. Subcultures differ in opinions and practices concerning physical violence toward children. From time to time civil law proposals are made forbidding all kinds of violence toward children, as is the case in the Scandinavian countries and Austria ( Newell, 1989). Until now the Dutch government has avoided introducing such a provision in civil law and accordingly lacks a possibly important preventive measure. Obviously reluctance to intervene in family privacy and cultural differences temporarily seem to predominate, and children still cannot claim the rights allowed to adults.
