However, some governmental, quasi-governmental, and private agencies are chartered to examine and develop societal applications of scientific concepts, and they might be persuaded to study the issues and offer influential recommendations. Such institutions might also effectively arrange the mutual discussions between the optimality concept's advocates and its potential users that will likely be a necessary part of the transfer process.
