RATE MAKING

RATE making, rate structures, rate levels, how they are established, reviewed and maintained, all came in for considerable discussion and some criticism from nearly everyone interviewed. Rates involve the most vital and important part of regulation.

The Association of Railway Executives stated that reduction in rates, beginning with the year 1921, has continued up to the present moment.

These reductions were brought about:
1. By action of the Interstate Commerce Commission.
2. Through reductions made voluntarily by the carriers to meet competition including that of unregulated or subsidized transportation.
3. Through reductions made voluntarily by the carriers for the development of industrial enterprise and communities.

Credible witnesses offer the opinion that a fourth paragraph should be added stating, "Through reductions made voluntarily by the carriers in competition with each other."
