ISRAEL HAS HAD a very full ten years. It is impossible in a book of this scope to deal in detail with even one aspect of them, that of external relations. But it should be possible to give a general idea of the problems that have faced us in this field, and this is what I have tried to do. This is no work of polit- ical science; there is little in it of theory or speculation. It is a narrative account of some of the chief matters that have arisen in the conduct of Israel's foreign policy, subjective and necessarily incomplete. I hope it may be of use or interest as an outline of Israel's early history.
I have been able to draw on the memory of my colleagues where my own has failed, and on the research and reference services of my Ministry. I owe thanks to all who have helped me with facts, figures and judgments, but the responsibility for what this book contains is wholly mine. Nothing I have put into it can in any way bind or commit the Israel Govern- ment.
