In view of the statement issued by the PLO earlier today and as part of our commitment to advance the cause of peace in the Middle East and to hold concerned parties accountable, the U.S. government has decided to make the following statement:
1.
The U.S. appreciates the courage and leadership of the PLO and welcomes its renewed commitment to peace and the renunciation of terrorism.
2.
The PLO statement has clearly underlined the utility of the PLO-U.S. dialogue as a means to strengthen our resolve to fight terrorism and advance the cause of peace. Consequently, the U.S. has decided to upgrade and expand its dialogue with the PLO so more substantive issues can be discussed and diplomatic avenues explored.
3.
The U.S. views the policy of the new Israeli government which states that it will seek to "enhance, expand and develop" Jewish settlements in the Occupied Territories as representing a new obstacle for peace.
4.
As the U.S. continues to oppose the building of Jewish settle- ments in the Occupied Territories, it declares that no American funds will be provided for the purpose of aiding the settlement of Soviet Jews in Israel until the Israeli government commits itself publicly not to "enhance, expand or develop" Jewish settlements in the Occupied Territories.
