The Council on Foreign Relations, Inc., is a nonprofit and non-
partisan organization devoted to promoting improved understand-
ing of international affairs through the free exchange of ideas. The
Council does not take any position on questions of foreign policy
and has no affiliation with, and receives no funding from, the
United States government.

From time to time, books and monographs written by mem-
bers of the Council's research staff or visiting fellows, or commis-
sioned by the Council, or written by an independent author with
critical review contributed by a Council study or working group are
published with the designation "Council on Foreign Relations

judgment of the Committee on Studies of the Council's Board of
