Leonard I. Ruchelman is Director of the Institute for Urban Studies and Public Administra-
tion and Director of the Center for Urban and Regional Research, Old Dominion University,
Norfolk, Virginia. He received a B.A. from Brooklyn College and a Ph.D. from Columbia
University. The author of many journal articles, he has also written several books, including
Police Politics: A Comparative Study of Three Cities.
