Robert N. Stavins is Albert Pratt Professor of Business and Government and faculty chair of the Environment and Natural Resources Program at the John F. Kennedy School of Government at Harvard University. He is also chair of the Environmental Economics Advisory Committee of EPA's Science Advi- sory Board. His recent publications include Economics and the Environment: Selected Readings.
Michael A. Toman is a senior fellow and the director of the Energy and Natu- ral Resources division at Resources for the Future. He is the coauthor, coedi- tor, and editor of several books, including Pollution Abatement Strategies in Central and Eastern Europe, Assessing Surprises and Nonlinearities in Green- house Warming, and Technology Options for Electricity Generation.
Margaret A. Walls is an associate professor in the School of Economics and Finance at Victoria University of Wellington and a university fellow with Resources for the Future. She has published extensively in the area of envi- ronmental and resource economics, including several articles on the eco- nomics of solid waste and recycling.
