HERMAN BAARTMAN is a professor at the Free University, Amsterdam. He is the author
of numerous publications on child abuse issues.

DAVID BERRIDGE is a professor of child and family welfare at the University of Luton.
Dr. Berridge previously served as director of research for the National Children's
Bureau; he has written several books, including Children's Homes and numerous arti-
cles on child welfare issues.

PATRICK BROOS is a special educationalist at the Confidential Doctor Center, Depart-
ment of Child Psychiatry, at the University Children's Hospital in Brussels. He is
executive counselor for the European Youth Care Exchange.

NEIL GILBERT is the Chernin Professor of Social Welfare at the University of Califor-
nia, Berkeley. His most recent book is Welfare Justice: Restoring Social Equity.

SVEN OLSSON HORT is past president of the Scandinavian Sociological Association and
vice president of the Swedish Sociological Association. Dr. Olsson Hort is currently an
assistant professor of sociology at Stockholm University; he is the author of Social
Policy and the Welfare State in Sweden, which went into its second English edition in
1992.

RUTH LAWRENCE-KARSKI, MSW, is a doctoral candidate at the School of Social Wel-
fare, University of California, Berkeley, and a research associate in the Family Welfare
Research Group.

CATHERINE MARNEFFE is a doctor of medicine and a Ph.D. in Child Psychiatry; in
1986 she founded the Confidential Doctor Center at the Free University of Brussels.
Dr. Marneffe has published numerous articles, is associate editor of Child Abuse and
Neglect: The International Journal, and is widely recognized as one of Europe's fore-
most experts on child abuse and neglect.

TARJA PÖSÖ, Ph.D., is an assistant professor of social work at the University of
Tampere, where she does research and lectures on child welfare. Her most recent
publications are about family discourses and residential care.

VITA BERING PRUZAN holds a law degree from the University of Copenhagen; she is
head of the Research Unit on Children and Families for the Danish National Institute
of Social Research and has published widely on family policy and child welfare.

MARIAN ROELOFS has an M.A. in social science from Utrecht University and is working
on her Ph.D. under a grant from the Dutch Organization for Scientific Research; she
