Anne Hessing Cahn is Scholar in Residence at The American University in Washington,
D.C. She has served on the staff of the Arms Control and Disarmament Agency and the
Department of Defense and, from 1982 to 1988, was President and Executive Director of
the Committee for National Security. Her articles have appeared in leading newspapers,
including the New York Times and Los Angeles Times, and in a wide variety of professional
journals. She has also testified before Congress on numerous occasions on security issues.
