BARBARA M. YARNOLD received a B.A. in 1981 from the University of Chicago where she majored in international re- lations. She is an attorney and has practiced in the areas of immigration and corporate law, among others. She received her J.D. from DePaul Law School ( Chicago) in 1984, and is a member of the Illinois State Bar. In 1988 she received a Ph.D. in public policy analysis/political science from the University of Illinois at Chicago. From 1988 to 1990 she was an Assistant Professor of Political Science at Saginaw Valley State University in University Center, Michigan. In fall 1990, she joined Florida International University ( Miami), as an Assistant Professor of Public Administration. She has presented her research at regional and national political science conferences, and has published articles in political science journals including, among others, American Politics Quarterly, Policy Sciences and Policy Studies Review. Her book entitled Refugees without Refuge was published in 1990.
