complain that the allied contributions are small and totally out of line
with the sacrifices that the United States is prepared to make. The
administration is well aware of these feelings, which explains the
increasing tempo of its fund-raising efforts among the allies. A fair
distribution of costs for the war, it reminds Tokyo and Bonn,
especially, is for the allies to pay 80 percent of the costs and for the
United States to pay the balance.

Each bomb dropped or missile fired at Iraqi targets is sharply
increasing the cost of the war. That the ultimate price Americans will
have to pay will be determined by Saddam's bullheadedness and our
allies' erratic behavior is hardly reassuring.
