Proposed Joint Statement Prepared by the American
Jewish Group
Draft document submitted by Ms. Rita E. HauserThe PLO, as the legitimate representative of the Palestinian people, is
ready to recognize Israel and to negotiate a definitive political settlement
with it, on the basis of:
1. U.N. Security Council Resolutions 242 and 338;
2. The right of the Palestinian people to national self-determina-
tion, including the right to an independent state;
3. A commitment by Israel and the PLO to eschew all forms of
violence from the outset of negotiations.
These negotiations should lead to:
1. Mutual recognition and peaceful co-existence between the states
of Palestine and Israel;
2. Security guarantees for both states;
3. A solution to the Palestinian refugee problem in accordance with
international laws and practices.
