Draft document submitted by Ms. Rita E. HauserThe PLO, as the legitimate representative of the Palestinian people, is ready to recognize Israel and to negotiate a definitive political settlement with it, on the basis of:
1.
U.N. Security Council Resolutions 242 and 338;
2.
The right of the Palestinian people to national self-determina- tion, including the right to an independent state;
3.
A commitment by Israel and the PLO to eschew all forms of violence from the outset of negotiations.
These negotiations should lead to:
1.
Mutual recognition and peaceful co-existence between the states of Palestine and Israel;
2.
Security guarantees for both states;
3.
A solution to the Palestinian refugee problem in accordance with international laws and practices.
